House Republicans Introduce Bill to Permanently Remove Citizenship Privileges for Illegal Aliens

Rep. Cory Mills of Florida filed a bill on Thursday that would forbid illegal immigrants from becoming citizens of the United States. The proposal, known as the "No Citizenship for Alien Invaders Act," would explicitly state that "no alien who enters the United States unlawfully shall be eligible for naturalization," rewriting a significant portion of the Immigration and Nationality Act of 1965. The "No Citizenship for Alien Invaders Act" bill would change the Immigration and Nationality Act to permanently bar anyone who enters the country illegally from becoming a naturalized citizen.

Rep. Cory Mills of Florida argued that citizenship is a privilege given only to law-abiding individuals, noting that his spouse is a former Iraqi refugee who lawfully obtained citizenship. He told the New York Post, "Under Biden, we've seen over 10 million illegal border crossings, made possible by catch-and-release and a lack of enforcement."

Reps. Andy Harris of Maryland, Anna Paulina Luna of Florida, and Josh Brecheen of Oklahoma are co-sponsors of the bill. An estimated 20 million illegal immigrants are already residing in the United States, and Luna stated that it is time to "draw a line in the sand" and deny them citizenship.

The bill is a direct answer to the border situation, Mills told the New York Post. "We witnessed over 10 million border encounters during the Biden administration, a crisis made worse by careless catch-and-release policies that permitted lawbreakers to stay in the United States," he stated. "Anyone who attempts to illegally undermine, exploit, or circumvent our immigration system is a criminal," President Trump has stated.

According to the Republican from Florida, whose wife lawfully moved from Iraq and obtained U.S. citizenship, the bill's goal is to highlight the stark differences between legal and illegal immigrants. "For those who violate our sovereignty, citizenship is a privilege, not a right," he continued.

Co-sponsors include Representatives Andy Harris, Anna Paulina Luna, and Josh Brecheen. Harris is the House Freedom Caucus chairman at the moment. Brecheen stated on the bill that "America is a nation of laws." "We will no longer be a nation if we permit illegal aliens who have no constitutional right to be here in the first place to subvert those laws."

Luna went on to say that the strategy of offering amnesty in exchange for immigration reform had not worked. "Time and time again, Congress protests that our immigration laws are not being enforced, says that they will 'fix it for good' in exchange for amnesty programs, and then never does," she added. "We must establish a clear boundary: we cannot grant citizenship to the nearly 20 million individuals living here illegally for the benefit of the American people."

According to figures from Customs and Border Protection, in fiscal year 2024 alone, there were almost 2.9 million interactions with illegal immigrants. In February 2025, that number fell sharply to 28,654 encounters, compared to 256,071 in the same month the previous year.

As part of a larger push to promote President Trump's immigration agenda, Republicans in Congress are supporting the No Citizenship for Alien Invaders Act and other border security measures. A comprehensive border plan is presently being drafted by lawmakers, who intend to deliver it to Trump by Memorial Day. They have been pushing specific initiatives in the interim, such as the Laken Riley Act, which President Trump signed into law in January.

The future of Mills' bill is still unclear, though. It would probably encounter fierce opposition in the Democrat-led Senate, where at least 60 votes would be required to end a filibuster, even if it were to pass the Republican-controlled House.
