According to a recent investigation, USAID gave millions of public cash to extremist organizations, some of which had connections to officially recognized terrorist groups. The United States Agency for International Development (USAID) has disbursed millions of dollars to extremist groups, including those directly associated with terrorism, according to a shocking report released by the Middle East Forum. As the Trump administration, led by Secretary of State Marco Rubio and Elon Musk's Department of Government Efficiency, considers major reforms, including even closing the agency, the findings have raised concerns about USAID's spending habits.
The research claims that at least $164 million in grants to radical organizations were approved by USAID and the State Department, with $122 million going directly to groups connected to designated terrorists. The fact that USAID gave the Gaza-based Bayader Association for Environment and Development over $900,000 is among the most concerning disclosures. The financing started in 2016 and lasted until just a few days before Hamas attacked Israel on October 7. According to the study, Bayader has a history of working closely with several ministries of the Hamas-run government in Gaza, demonstrating his close ties to the organization.
Furthermore, USAID awarded $12.5 million to the American Near East Refugee Agency, a nonprofit whose staff members have made violent anti-Israel remarks, such as saying that Jews should be exterminated and another referring to the October 7 Hamas attack as a "wonderful morning." The report also emphasized USAID's history of funding terrorist-affiliated NGOs, including the Islamic Relief Agency (ISRA), which the U.S. Treasury classified as a worldwide terrorist organization in 2004 because of its financial connections to Osama bin Laden.
In response to the disclosures, the Trump administration has launched an inquiry of USAID's expenditures, with a major focus on Musk's oversight division. USAID's overseas missions were directed to start closing down on February 4, and the organization declared that almost all employees would be put on leave. Discussions are under progress to either disband the agency or reorganize it under the State Department, Secretary of State Rubio acknowledged.
Watchdog organizations have been warning about USAID's questionable financial practices for years. Previous reports have revealed funding for programs such as a Middle Eastern version of "Sesame Street" and pottery classes in Morocco. Currently, the agency's future is uncertain as it undergoes the most extensive scrutiny in decades.
